Speaking as a "calendar" person - yes it is difficult but those
difficulties are well understood and we have options in place for dealing
with them. In particular, the tzdist protocol (RFC7808) provides an option
for a more automated way to distribute the IANA tz data - including leap
seconds. Leveraging that technology (with some additions for added security
if needed) might be an option.
