When I checked 12th-19th it said the IETF rate was sold out. But, when I tried 12th-18th the IETF rate was available. Then, when I tried 18th-19th and the IETF rate was also available.

If anyone considers not staying at the primary hotel as a basic reason not to attend an IETF meeting, there almost certainly are deeper issues to worry about.
On the other hand, if there are no rooms at a 'reasonable' rate and with sufficiently convenient access to the venue, then that's a straightforward and serious IAOC problem, because it isn't supposed to happen... It used to be an issue but the staff and meetings committee attend to it rather carefully, these days, in my direct experience.
