wow.... the future was already here.... and is now past...

It's the future as well, as it already implements large parts of the proposed V3 vocab.

So, is it in fact universal?  Will our XML files then have right the right
    <?xml-stylesheet
in them by default?

That's something you'd need to ask the RFC Series Editor.
