I'm not sure it's a great idea. IETF meetings are working meetings, not conferences, and I'm not sure that having additional meetings for people who are not active contributors without the presence of chairs and document editors is going to be productive, either in terms of the primary goal of moving documents along or in terms of a secondary goal of broadening the participant base.
