It's a law against that. If guests start spontaneous dance in a tavern or bar without dance permission the owners must stop that at once, otherwise the owner will get a fine. Most recently in November 2014 a tavern in the city of Gävle got a warning after the police had secretly filmed guests that moved suspiciously to the music. The law is from the 1920ies or so. No one bothered to change it.
