Personally I find them annoying -- to me it always feels like "Me
too!", or a desperate attempt to make it look like there is support
for the document.

Obviously, if you do NOT support adoption (or WGLC) and are an author,
that is really important, and you should speak up, loudly!

As with everything, "it depends", but I assume that, if you are an
author of a document, that:
A: you wrote it for some reason
B: you'd like something to happen with it sometime and
C: you have been in contact with your co-authors. By the time there is
a CfA there should have already been some discussion on list, and so
both the WG and chairs should have some idea what's going on....

I don't think the execution is relevant when it was obviously a bad
idea in the first place.
This is like putting rabid weasels in your pants, and later expressing
regret at having chosen those particular rabid weasels and that pair
of pants.
