and then notice when you NOT get an email from that list on the 1st?

I very much doubt that.
I keep the previous month's reminder e-mail so when a new one arrives, I
open the old and the new in two separate panes and scroll down both.
Comparing two lists for equality is within the scope of even a 'bear of
little brain'. This does of course rely on the mail server not rearranging
the list to some supposedly superior sort order but, happily, the mail
server is not tempted to do that.
