For instance, it would be nice not to get redundant notifications like

  I-D Action: draft-ietf-httpbis-rfc7238bis-03.txt

immediately followed by

  New Version Notification - draft-ietf-httpbis-rfc7238bis-03.txt

on WG mailing lists.
