Design for the desired 'normal' case and then permit exceptions.

Groups ought to have an established work pattern that permits planning a
f2f session significantly in advance.  It's a form of milestone and we
already require those.  That we typically don't worry about adhering to
them is a separate issue.

Anyhow, on the average, if a group doesn't have and established work
pattern, they've got deeper problems.
