This is an individual submission. The repeated citation of previous
discussions in saag, as if they resolved issues, is a basic and serious
error in IETF process.
As background information, I have an individual submission which was
discussed on three mailing lists (the IETF mailing list was
saag@). All three mailing lists are public and the relevant Area
Director was subscribed to them.
There were issues and, in my personal opinion, they were resolved. I
don't consider it as a problem if the same issues are raised during a
Last Call. The IETF process side is difficult though as I think [1]
that it can be challenged. One problem might be the "this has
already been discussed" response without any citation to determine
what was the discussion was about and how it ended. The same problem
can occur for a working group draft.
