Only if the source of water is not clean.

 Boiling the water is best practice, and you should use that
 best practice even though you clearly don't understand why.
 Trust us, you'll come to love it. It's for your own good.

Even if the water is first boiled, it can be cooled (or allowed to cool) to the desired temperature for the specific tea being steeped (e.g., a selected value most often between 140F and 208F (60C to 98C).
