That's a real problem, but sometimes there is consensus in such a case,
and sometimes there is resignation. It's a matter of judgment, and one tha
a WG Chair has to make sometimes.
There can be resignation if there is a perception that the WG Chair
has already made up his mind, e.g. the perception that the WG Chair
is part of a private club. It can affect future work and make it
difficult for the group to reach agreement in future.
You're talking about a barrier to understanding. That's not what
I meant.
