There are a lot of things which are worthwhile to mention.  By
mentioning every piece of good advice the draft will end up diluting the
message.

That is why I qualified my suggestion with "if its really necessary", and if I wasn't clear, I'm not convinced its necessary.

However, if IPR must be mentioned, I don't think it should be mentioned alone, that would over emphasize IPR. That is the only reason I added a couple other pieces of good advice. I'd prefer none of it.
