Each person has his/her own motivation. A person can do it for
money. A person can do it to look important. A person can do it for

It could be through a Recall petition.
Unless there are satisfactory answers to 1 and 3, the answer to 2 is
going to always be unacceptable. Concentrating decision making power
in yet another unelected, unaccountable body is not viable.
An election is a popularity contest. It is possible to have
accountability without resorting to popularity contests.
