I used to include such a thing as an appendix, with an explicit request
to the RFC-Ed to remove such section/appendix before publication of the
document as an RFC.

FWIW, I have abandoned such practice -- mostly because it takes too much
effort to write a decent changelog, *and* we have a draft diff too at
tools.ietf.org. When needed/appropriate, I've posted a summary of major
changes to the relevant mailing-list.
