it isn't. The The IETF process (which the IESG cannot unilaterally change) requires an AD to manage his or her area, and review all documents going through the IESG. The later is typically what constitutes the bulk of the work, at least for the areas that aren't RAI or INT.

We could do that, but then we need to tell the NomCom that it's OK to pick people for the job who will focus on only one or a few aspects of the overall job description.
