If you look at the approx. current usage of the existing protocol revisions: SSLv3 (1996): 5% TLSv1.0 (1999): 90% TLSv1.1 (2006): 5% TLSv1.2 (2008): 0% If we would base the decision to move a protocol revision to historic on the usage 2 years after publication, then for TLS, we clearly should have moved TLSv1.2 (rfc5246) to historic this year because of its complete failure in the marketplace. Instead, a document describing SSLv3 was (finally) published as historic informational RFC this year.
