I can't see how the transport directorate is relevant given there are no transport issues involved but ignoring that, as an individual contributor at the IETF, what you are proposing below looks like a simple and easy path forward that would work fine. 

Thought I agree that RFC 2782 needs and update, preferable done by Stuart Cheshire, to bring it in line with what is widely deployed, I am pretty confident that updating 2782 will not be a quick or easy process.
