I completely agree with this, but I would point out that there is some barriers
to having discussions during the meeting.  I went to one session where the I-D
was updated just before the presentation and the slides were not available
(that's an extreme case, but it's not the first time it happened).  I would have
things to discuss about this presentation if I had a chance to read it and think
a bit about it.

In my opinion, the cut-off as it is is fine for I-Ds that will be presented,
chairs should not accept requests for slots without a first draft of the
presentation, a WG session without agenda on the Saturday should be canceled and
chairs should upload the presentations as soon they receive them.

I personally would like to switch to the Tufte style, (i.e. uploading a
printout, which can also be distributed to people before the meeting in printed
form, and having *only* a discussion), but I am not sure how people will react.
