Making this special means that existing header field parser code can't be
easily re-used.

Well, not exaclty as any parser supporting tokens and quoted-strings
would also parse "just" tokens :)

But if they *are* re-used, those recipients will accept quoted-strings as well (thus accepting invalid header fields). This could be harmless, or it could cause them to be used in practice, forcing other recipients to accept them as well.
