These tests were towards FTP servers found around the internet, so we were unable to determine what exactly those servers were doing, other than what we observed remotely.

We speculate that this is the result of a firewall placed in front of the FTP server that monitors the control channel and opens ports based on the PASV or PORT commands, but the firewall doesn't support EPSV so no port is opened and the data channel can never be established.

I can put this discussion in the draft. (I seem to remember it was in an earlier version.)
