The money flow goes in the other direction. ISOC takes not a penny out of the IETF, but it does contribute
substantially.

Moving to the public domain would not reduce the cost of producing the RFC series, nor would it reduce the 
cost of IETF meetings, and that is what the money is mostly used for.
