As far as I know, anyone with an email and a credit card can come to an IETF meeting.

Anyone without an email and an ability to pay the registration fee cannot come physically to an IETF meeting, but can still participate over the Internet.

It is an incredible stretch to say checking badges at an IETF is a free speech issue.
