Such a mechanism simply does not work when:

   telephone number needs to be.

where even telephone switches (thus, telephone operators) do not have
any knowledge on how many numbers should be dialed.

If the number portability database operated by telephone operators
can eve exist, it is impossible that CPEs operated by subscribers
determine the length of telephone numbers.
