Yes, and totally agree with you, but may be it was needed to do this
exercise and stop people talking about a tourist VISA, as they can confuse
others and create troubles.

Definitively the only way is to make sure that the secretariat/host send the
LOI NOW, not tomorrow.

If they can't afford to do that, then we need a contention plan to move IETF
venue to a different place. And please, note that I've nothing against China
venue, on the other way around, I'm very happy we have it finally, but
clearly need a quicker response to organize our VISAS, as I guess in this
case, a bigger % of folks will need a VISA vs. other venues, so this becomes
more critical.

You know, when I complained during the Maastricht meeting that we will get
it done by (if I recall correctly) August 7th, I thought it will mean
"really" August 7th, but it was 13th and w/o LOI after two weeks of the
registration. TOO BAD.
