The natural consequence of your mail seems to be to allow attendees to book spare space at IETF events. Suggested rules:
1. Space is booked by an individual (or up to two, perhaps). 2. The IETF keeps no plan or record of the usage. 3. If an IETF activity needs the space, out goes the individual. 4. The meeting web site shows a map of the free rooms. 5. Large rooms aren't available, only ones.
