They automated very minor parts of the process but mandated the ASCII format for the main filings. XML was not allowed and HTML certainly wasn't. Dont get me wrong - Postel and the founders had no choice - it was ASR33's but its been decades since that was the gating control model in any place where the IETF would be working on standards.
