Julian - if this was done properly there would be no need for an Editor
per se... so no they did not. They automated very minor parts of the
process but mandated the ASCII format for the main filings.

XML was not allowed and HTML certainly wasn't.

Dont get me wrong - Postel and the founders had no choice - it was
ASR33's but its been decades since that was the gating control model in
any place where the IETF would be working on standards.
