It's not difficult to get a standards-track RFC out quickly from this
point. Unusual, yes, but not difficult. Mark Crispin did it in a week
or so for RFC 4315 (another basically sound document with severe but
superficial problems).
The document author/editor has to react to comments and fix issues
promptly. That's all there really is to it.
