I am the author of the draft under appeal.

To the best of my knowledge, the appeal text is only a slight revision
of issues raised by Mr. Otis on the mailing list where work of producing
the draft was done, and again during that list's last call, and again
during IETF Last Call, and yet again during an additional SECDIR review
requested by the sponsoring Area Director specifically to assess and respond
to his concerns as documented in draft-otis-auth-header-sec-issues-00.

All of the issues Mr. Otis raises have been given substantially more than a
normal amount of consideration, yet they have failed to attract any detectable
consensus.  Disagreement with both his concerns and his proposed remedies is
ample and well-documented.

Indeed, a sizable amount of text was added to the draft during its later
revisions to respond to several of the concerns raised by Mr. Otis, explaining
why the draft adopted the format and guidance it contains today and why his
proposed remedies were not appropriate.

As there are no new issues raised by this appeal, I respectfully request that
the appeal be dismissed.
