From my point of view this is one of many reasons why care needs to be taken with what one puts into examples. Clearly a minor issue, more about etiquette than anything else. Configuration files are clearly one of the major issues where inclusion of someones NTP sever in something that accidentally gets deployed can amount to a DDoS.

Agreed. And that was not really what the discusses from IESG was based on either. The one I reacted to where the ones belonging to commercial websites. Which, I personally consider inappropriate an a bit rude. From my point of view the long usage and the lack of actual reported issues and minimal impact a change would have on the situation is why I cleared when I finally was engaged in any discussion on the issue.
However, the goal with the statement is to cover the general issues not specific ones.
