I support this draft going forward.  I believe, in particular, that the choice of
"Specification Required, Designated Expert" is the best match here.  I had a set of conversations
with Jon and the authors on this over the course of the last couple of iterations,
and I believe the result will help prevent unregistered parameters in
"closed" environments, give sufficient review to encourage well thought-out
extensions, and generally support interoperability in this space.   Like everything,
it does represent some compromises, but I believe they are the right ones
for this URI parameter registry.
