In distributed systems, "mutually distrusting" means they are not
under the same rule ("not in the same AS" would say a BGP user), and
they can play dirty tricks to each other. For instance, two registrars
of ".com" are "mutually distrusting" so a protocol between registrars
MUST NOT assume they will be nice to each other.

Coordinating two actors in a distributed system is difficult enough
but, if they are mutually distrusting, it becomes... daunting.
