Please consider to pick an existing list like pesci or newtrk
or similar, creating new lists for everything is just bad.

Your points (4) to (7) sound good, but not (1) to (3).  I've
not yet read it, is your draft based on a state after Brian's
"IETF dispute draft" extracted the appeals stuff ?

A 2822bis DS shouldn't be too difficult, unless it's the big
one integrating MIME (Bruce proposed this IIRC).  Matter of
taste, many small steps can be confusing, and one giant step
could take years (and fail).
