Yes, the 405 can have traffic jams anywhere at any time, including
2:00 AM. Those
seem particularly unjust.

Yes, but be prepared to find that the traffic may be stop-and-go all
the way except for the portion through Camp Pendleton. That's how it
was last time I drove that route.
