Given the amount of damage due to time wasted for other
participants, it might be worthwhile to print it up ahead of time
and include it in the registration packet.
I'd go further and confiscate the laptops of those who persist in
creating ad-hoc networks. And destroy the hardware either by way of
controlled explosion, or by impaling it on large spikes around the
bar and letting it serve as a warning to others.
Maybe some of each, in the interests of variety.
