If flexibility means to non equally treat someone they will probably be very unflexible. We are quite democratic and found of individual rights (this is why I am genuinely shocked by the HB issue). But the flexibility is built in: be carefull at indicating "business trip". Which means that you come and visit. Not "scientific", "engineer", etc. which would be understood as coming and working.

Yes, and I checked that if you enter US citizen with US residence, for
a visit of less than 3 months, for professional/business trip, it
correctly says no visa required. If you don't meet that profile,
please check for yourself.
