I liked your document also.  I'm not sure if you can reach consensus
on all the issues and I'm not sure that your document is enough better
to delay the publication of spamops until a consensus is reached.
Considering the quickly changing environment of email, it might not be
out of line to start planning the next BCP now.

Anyway, I did notice a couple of editorial problems:

* you use MDN only once, and never define it.

* s/client to of a service/client of a service/


I did not spend the time to compare and contrast your document with
the spamops one.  It has actually been at least a week since I last
re-read spamops, so I'm not clear what all the differences between
your two drafts are.  I like them both though.
