I took the trouble to search my archives of the ietf-smtp mailing list, and found exactly four mentions of that document title or ID. The first two mentions were a question about one particular aspect of version -00 of that document, and one reply to that specific question. These were one year ago. The second two mentions of the spampos document were in a discussion of the SPF draft, and didn't actually discuss the spamops document. While the claim in the status file is true on its face (there really were multiple "references" to the document) one should not infer that the document has actually been discussed on the ietf-smtp list, because no significant discussion or review has taken place there. In particular, the ietf-smtp list does not seem to have been explicitly asked to review the document, even though that is the de facto place to discuss uses of and extensions to SMTP. Frankly, it's hard to see this as other than an attempt at an "end run" around the SMTP developer community.
