Do some research and you'll find that others have already recognized the significant problems (scalability, resiliency) associated with trying to implement such a protocol, which requires that gateways maintain state for potentially millions of connections. Diffserv is one (the) answer to those issues. If you want a circuit switched network, just use the ones which already exist. Look up ATM. Look up Frame Relay. Look up X.25. Look up PSTN.
