RFC - 2229 / Dictionary Server Protocol

Hi,

  I have just joined the IETF mailing list. I'm not sure if this is
the right forum to post this, but I think it's the place to start.

  This is with reference to the RFC-2229 on Dictionary Server Protocol
(Oct, 1997).

  I have some updations to the protocol and I would like to put them
up for discussion. What is all that I need to do so?

   Do I need to post the completed new RFC as I have with updates or
should I put only updates?
   What should be the format of the updates? Would a plain text
attachment with updates do?

   In a nutshell, the updates include the following:

  - Defining character sets (esp, support for unicode)
  - Defining locales (support for non en_US dictionaries)
  - Defining output formats (support for XML format besides current plain text)
  - Extensions to the current method of defining and matching words
(with support for references to other words in same or other
dictionaries)
  - Support to list full dictionary-words
  - Updates to the current URL form.
  - Updates to how the interaction happens (esp the initial server
response, getting capabilities, server info, supported charsets,
available locales etc)

  I would be better posting only updates. ;-)
