There are other questions, e.g. could it be described as consensus, rough or otherwise, if there were only two or three persons commenting? Yes, agree a lot on the participation problem. I experience it both ways — as a document author not getting enough review (or deep enough review) and not having time/energy to do the review and implementation I’d like to. LL
