The supporting document does not have any information about when the
request was made and who sent it. Would it be possible to disclose
who the individual participant is?
I'll comment about the reclassification of RFC 1725 only.
The RFC was published in 1994. Its current status is "INTERNET
STANDARD (changed from DRAFT STANDARD)". It does not have a STD
number though; STD 53 refers to RFC 1939. It looks like someone
either forgot to do the reclassification in 1996 or there was some
good reason not to it. It's better to do the reclassification as
most of the software I saw referred to RFC 1939.
RFC 1225 is currently listed as "DRAFT STANDARD". That maturity
level was mothballed in 2011. In my opinion, it does not make sense
to keep the document at that status.
