I will note that we (Hushmail) have hundreds (thousands?) of
customers who access their email using POP3 on a 24x7 basis,
Maybe someone from Gmail can chime in with how many active POP3
users they have.

POP3 to "historic" is a non-starter.

My understanding is that the latest version of POP3 (RFC 1939) would remain and the above action is purely to mark RFC 1725 as historic.
