I will note that we (Hushmail) have hundreds (thousands?) of
customers who access their email using POP3 on a 24x7 basis,
Maybe someone from Gmail can chime in with how many active POP3
users they have.

POP3 to "historic" is a non-starter.

A good example of the possible confusion that such a move would
cause. RFC1725 was obsoleted by RFC1939, which is the current POP3
standard (and has itself been updated by four other RFCs).

RFCology is a special skill set.
