I concur: this is a speculative position at best. The reason that the eh-limits draft is not going to impede the deployment of ipv6 or the development of new protocols is because it specifies that compliant equipment should support a reasonable quantity of EHs. Right now, the EH situation is a mess and even using a single EH can dramatically impact the ability of a packet to transit through networks.
