I am not sure if All-Dispatch is a good idea or not. While it does mean everyone sees proposals for new work, it also reduces the total dispatch time per IETF.
Logically, having all dispatch should mean a common discussion of the proposals and outcomes. And if not here on IETF@xxxxxxxx, well maybe...
I am also looking for discussion of the dispatch outcomes. If there is to be a BOF, presumably there will be a mailing list preceding the BOF. On the issue of issuing certificates to home server devices someone described as 'impossible', I happen to have a solution and running code solving 90% of the problem and will have the complete solution by IETF122.
There is a difference between a problem not having a solution and the solutions to be problem being ones people don't like.
