A lot of people feel that way. I certainly do.
Documents that use "SHOULD" etc without an explanation are quite uninformative. It's like saying "here's this important detail, but this document will not be describing why it is important."
I see the IESG is working on a statement covering use of 2119 terms. Maybe this issue could go in there.
This emailcore document would not be the first to use SHOULD with little or no explanation, so I wouldn't block it for that.
