A casual review of the Last Call feedback in 2019 (just before my time on the IESG) suggested that community opinion was nowhere near this adverse. In fact, there was general support for publication, with constructive feedback, at least among those who took the time to comment. It would seem, then, that at least in 2019, it did have rough consensus, so this is a bit of a surprise.
In my view, the changes since then were enough to overcome the DISCUSS that had held up the previous version, but rather than re-balloting from there, I thought a fresh round of reviews and a second Last Call would be prudent.
In any event, those are the process points. I'll let the authors comment on the substance.
