Paul, I am curious what specifically in Section 5.1 caught your eye?
Perhaps I am one of those easily deceived. :-( All I see in 5.1 is a
technicality about counting bytes (given the various encodings of
Unicode, the byte count of a Unicode string is hard to pin down).

[ FWIW, I'd have used the word "compact" rather than "compressed" in the
  text updating Section 4.2. ]
