I have uploaded a new version of the draft that addresses the review findings.
I would like to keep Sections 1.5 and 1.5.1 as they are crucial in implementing a bit reader that can correctly parse the format elements in this specification (as well as in the brotli specification). Such sections are also present in e.g. both the deflate and the gzip RFCs (rfc1951, rfc1952).
Section 5 had one indentation mistake that could have made it (even more) hard to read. That is now fixed in the new draft.
